I got hired by a prison security contractor to fly a prison perimeter every hour at nighttime with my M3T and report any suspicious activity. Monday thru Friday. Bonuses if I fly on the weekends. And I fly from my house since I live close by.
If you're not climbing a mountain, then 400ft is plenty of altitude for drones. I rarely go above 400ft. Its just not necessary and there is no advantage to it except for a faster dead battery.
The issue with the US gov is the concern for hacking. You can't get close enough to most gov facilities with the RC Pro dongle. But a drone with a modem attached to it, can get close enough to gov wifi access points. It has happened here in the US already. But I believe DJI is in cooperation...
