All public property can have restricted areas. Post a sign that says employees only beyond this point. Close a locked door, put up keycard access....need a badge to get in. Otherwise, if it's open to the public then it's open to everyone...

New firmware for Avata 2 adds support for Goggles 2, Integra, and the Motion Controller 2 and FPV RC.
DJI sells the Avata 2 Drone-only IIRC, so if you already have this gear, you now have a pretty inexpensive path to an Avata 2.
